On April 14, 2020, Capitol Police Officer Derick Proctor arrested 51-year-old Monica Ussery in a parking lot near the General Assembly. She was accused of violating Governor Roy Cooper’s executive order 121 and its “social distancing” requirements regarding staying 6 feet away from other people. What happened to Monica Ussery is an example of unfair treatment and an unjust use of power by the North Carolina government.
